外国人取得“永久居留身份证”后的注意事项

外国人在中国境内取得的“外国人永久居留身份证”（以下简称“永居证”）是永久有效的吗？取得“永居证”后，外国人还需要在中国长住吗？原来的中国签证需要注销吗？下面我们就为您做一个详细介绍。

外国人“永居证”（又称“五星卡”）是指在中国境内取得永久居留资格的外国人在华居留的合法身份证件，可以单独使用。获得永居资格的外国人，凭有效护照和 “永居证”可不限次数出入中国国境。

The "PR Card" (i.e. the Five Star Card) is a valid ID certificate for a foreigner who has obtained permanent residence status in China and may be used independently. Foreigners who have obtained permanent residence card in China may enter and leave China with valid passport and the "PR Card".

根据《中华人民共和国出境入境管理法》，持“永居证”的外国人在酒店以外的其他住所居住或住宿的，应当在入住后24小时内由本人或留宿人，向居住地的公安机关办理住宿登记。

According to the "Exit and Entry Administration Law of the People's Republic of China", foreigners with a "PR Card" who reside or stay in a place other than a hotel shall register with the local public security organ in person or have themselves registered by the host within 24 hours of arrival.

根据《外国人在中国永久居留审批管理办法》，被批准在中国永久居留的外国人，每年在中国累计居留不得少于3个月。确因特殊原因不能满足上述规定的，需经主管公安局出入境机关批准，但5年内在中国累计居留不得少于1年，否则可以取消其在中国永久居留资格，同时收缴其所持“永居证”或者宣布作废。

A foreigner who has been approved to reside permanently in China must stay in China for at least three cumulative months a year. If the foreigner fails to meet this minimum stay requirement due to special reasons, he/she shall obtain approval from the related Exit-Entry Administration Bureau of the Public Security Bureau. However, the cumulative period of his/her residence in China shall not be less than one cumulative year within five years. Otherwise, the Ministry of Public Security may cancel his/her permanent residence status and withdraw or revoke his/her "PR Card".

外国人使用“永居证”时需注意，取得证件后，应当立即注销所持有效签证证件；未申请取得“永居证”的外籍家属，持私人事务居留许可的，应当于10日内变更为团聚居留许可。

The following matters are to be paid attention to when using the "PR Card": Foreigners should get their valid visas or residence permits canceled immediately after obtaining the "PR Card". Foreign relatives of permanent residents who don't apply for or obtain the "PR Card" and have residence permit of private matters should have their residence permit changed into the ones of reunion within 10 days.

外国人“永居证”的有效期一般为10年（18岁以下为5年），应当在证件有效期满前1个月以内申请延期换发，证件损坏或者遗失的，应当及时申请换发或者补发。

The "PR Card" is generally valid for 10 years ( 5 years for those under 18 ). Foreigners holding the "PR Card" should apply for extension 1 month before expiration of the card. Foreigners should apply for renewal or reissuance of the "PR Card" in case of damage or loss of the card.

备注：

目前换发时间较长，建议外国人提前3到4个月到当地出入境主管机关进行延期换发。换发或补发期间，可以持原永久居留身份证及受理单使用或在境内申请一个短期临时签证。

Note: Currently, it takes a long time to renew the "PR Card" and thus you are recommended to go to the local Exit - Entry Administrative Bureau to renew it 3 to 4 months prior to the expiration date. During the renewal or reissuance period, they can use the original "PR Card" along with the acceptance receipt, or apply for a short - term temporary visa within China.
